Hartley was born in the March quarter of 1889, The son of William Jackson and Mary Shuttleworth who were married in the June quarter of 1882 in Burnley. In the 1891 census the family were living at 8 Allerton St, Burnley. Mary 31 weaver , John 4 and Hartley 2 all born in Burnley.
By the time of the 1901 census the family had moved to 15 Clarke St, Burnley. Mary 41, Matilda 16, John 14, and Hartley 12.
The family were still living at 15 Clarke St at the time of the 1911 census. Mary 51, John 24, Hartley 22 both clothlookers and Matilda 26 who was now married to John William Taylor 24. Hartley’s parents had been married 29 years had had 4 children 1 of whom had died. Although there is no mention in any of the census’s of his father William his mother still states she was a married woman.
Hartley married Bertha Richards in the June quarter of 1912 in Burnley.

Official news has been received that Private Hartley Jackson 28292, of the Grenadier Guards whose wife resides at 78 Gannow Lane Burnley, is missing since November 27th. He joined up in December 1916, and went out last August. He is 29 years of age was formerly employed as head cutlooker at Simpsons Victoria Mill, Trafalgar Street and is on the roll of honour at Bivel Street Mission. His brother John was recently discharged from the army after losing an arm. Mrs Jackson would be glad of any news of the missing man.

Hartley left his effects to his wife Bertha.
